A village chairman in Casiguran, Sorsogon is being eyed for a higher elective post owing to his best practices in Barangay governance.
Barangay Central Chairman Salus “Tots” Gargallo is being encouraged to run for higher elective post in the coming 2022 National and Local Elections, according to sources.
On record, Chairman Gargallo has transformed his barangay into a more vibrant and client-, business -friendly administration.
He adopted a new advanced technology approach in issuing business licenses, clearance and other issuances, by using the QR codes.
Recently, the Department of the Interior and Local Government (DILG) awarded Barangay Central the Safe Seal Certification in compliance with Memorandum Circular No. 2021-053, Implementing Guidelines of the Safety Seal Certification Program.
Sources said Gargallo is most qualified for the municipal-level elective post, having served as Barangay Councilman, and Chairman for seven years.
On accomplishments, Gargallo also implemented several programs that benefited his barangay constituents.
The DENR-Environmental Management Bureau lauded Barangay Central in establishing and sustaining a community- owned Ecological Solid Waste Management Program through Solid Waste Enforcement and Education Program (SWEEP).
Engr. Maria Socorro Abu, OIC Regional Director, acknowledged that Barangay Central is a potential Model Barangay, with the improvements under chairman Salus “Tots” Gargallo, that meets the parameters on Solid Waste Management.
Central is the first barangay in Casiguran town to pass an ordinance on Solid Waste Management, and is now being implemented.
Since Casiguran is grassroots- development oriented, Gargallo connects easily with Barangay constituency, and can be a game- changer in municipal-wide development initiatives.
