A private construction firm uses a section of the national highway as “depot/stockpile” of sand and aggregates for its construction project of river embankment in an upland area.
The stockpile is along the highway between the boundaries of Barangays San Francisco and San Antonio in Tigaon, Camarines Sur.
The stockpile obstructs normal flow of traffic and begins to cause damages on the sides of the concrete pavement.
