A notorious wanted man was killed in a shoot out with combined police and NBI team who served him an arrest warrant.
The shoot out happened in Cliffwood Subdivision, Governor Hills, Brgy. Biclatan, General Trias City, Cavite around 4 a.m., Sunday, November 14.
The warrant of arrest was intended for Gilbert Saysay Concepcion, leader of Concepcion Criminal Group and a Most Wanted Person in the Bicol region who faces multiple charges of murder, rape and direct assault.
Another target for arrest was Gilbert’s brother, Emmanuel Saysay Concepcion, who is allegedly second leader of the group, also facing murder charges and violation of RA 10591, or illegal possession of firearms.
According to police report, instead of surrendering, the suspects suddenly fired at the operatives resulting to exchange of gunfire that caused the death of Emmanuel Concepcion, and another unidentified group member.
Most wanted person Gilbert Concepcion was not in the vicinity of the arrest operation.
.40 and .45 caliber, bullet casings and cellphones were recovered at the scene of the incident.
PBGen Jonnel Estomo, PNP Regional Director for Bicol, said the PNP has long focused on dismantling the Concepcion gang formed in 2010, due to its continued exploitation through extortion, theft and intimidation, especially of construction firms, businessmen and other private individuals in the region.
The Concepcion gang is also active in gun running, as a gun-for-hire , and private armed group during elections.
