One of the house bills with national importance was filed on July 26, 2022 in the 19th Congress which was principally authored by Sorsogon First District Representative Marie Bernadette Escudero that seeks to Provide Automatic Promotion of Government Officials and Employees Upon Retirement from Government Service. It recently passed the Committee on Civil Service and Professional Regulations recently.
Congresswoman Escudero’s Explanatory Note in filing House Bill 2389 stated that “ It is not an overstatement to say that the men and women in the government service, particularly those who have committed most of their lifetime as government workers for twenty years or so, are dedicated and devoted public servants. But beyond this statement, nothing much awaits them as they finally leave government service”.
This bill, therefore, aims to give due recognition to these government workers by the expedient act of promoting them one grade higher at the time of their retirement.
This proposed automatic promotion upon retirement policy similar to the military service should likewise be extended to the civil service.
In filing the house bill Congresswoman Escudero is further honoring the dedication of government employees who have devoted their lives to public service. Granting an automatic increase in salaries by one grade level upon retirement is an acknowledgment of their commitment and service.
