The designation of Vice-governor Krunimar Antonio Escudero as temporary governor came about after the approval of the DILG Secretary’s intended foreign travel of Governor Edwin Hamor to Bangkok, Thailand.
On July 21 the governor issued Office Order No. 78-2023 designating the vice-governor as temporary governor during the pendency of his travel on July 26 until 30 and also on August 16 to 20, 2023 of which the designated official shall perform the duties and functions of the local chief executive albeit with limitations as to the exercise of powers, duties and functions.
In the exercise of the powers, duties and functions of the temporary governor as covered by DILG Memorandum Circular N0. 2019-21 that bars him from making or participating in the decisions related to the appointment, suspension or dismissal of local government officials and employees except those allowed under the Local Government Code of 1991 and other laws.
He is likewise barred to create or fill-up positions whether regular, contractual or casual and to reorganize the local government office.
The designation does not allow him to revise the approved local development plans. Approval of contracts other than those needed to keep the day-to-day operation going is another limitation.
